No Relief to 112 MBBS students of unapproved college

The Madras High Court on Monday dismissed a writ appeal by 112 MBBS students of a unapproved private medical college challenging a single judge order declining them permission to appear for examination.

The Medical Council of India (MCI) and TamiL Nadu Dr MGR Medical University had refused to grant approval to the DD Medical College and DD Hospitals in neighbouring Thiruvallur District for academic years 2011-12 and 2013-14, as it lacked required infrastructure.

The 112 students studying in that college approached the court seeking permission to appear for the university examination and a single judge had dismissed their petition, upholding the contention of MCI and the university.

Review of SC order - NEET 2013

The Centre on Tuesday sought review of the Supreme Court's controversial judgment junking the National Eligibility-cum-Entrance Test (NEET) providing for single-window admission process for all medical colleges and said it had erred by holding that NEET breached the rights of religious and linguistic minorities to self-administer educational institutions.

Faulting the majority judgment authored by then Chief Justice Altamas Kabir and relying on the powerful dissent delivered by Justice A R Dave, the Centre said ensuring uniform standards for medical education was of paramount interest to the patient and the Medical Council of India-mandated single-window system to draw the merit list was a step in that regard.

In the petition seeking review of the July 18 judgment delivered on the last working day of the then CJI, the government said it was under duty to ensure that medical education must meet standards of merit.

The review petition, drafted by additional solicitor general Sidharth Luthra and vetted by solicitor general Mohan Parasaran, made a strong pitch for exclusion of narrow considerations of creed and religious minority when it came to medical education.

State counselling - NEET UG 2013

Since 2000, the government has created 9,300 medical seats, almost as many as it did in half a century from 1950 till 2000. But the 9,300 seems a pittance compared to the 17,700-plus private sector seats created in the same period. Almost 60% of the latter were in four southern states. In 2013, for the first time since 1975, the government has created more medical seats than in the private sector. This year, the Centre created 1,300 seats in 14 new colleges. Another 3,013 have been added to existing colleges. Thus, in just this year, the government has created twice as many seats as it did in 30 years from 1970 to 2000
